The ROC Justices of the Constitutional Court ruled July 29 that a law designed to prevent stalking is not unconstitutional, and laid down standards for when reporters may legitimately follow news subjects.
Interpretation No. 689 was handed down in response to the question of whether the Social Order Maintenance Act violates press freedom and is thus unconstitutional. Article 89, subparagraph 2 of the act stipulates that people who follow others without legitimate reason and do not stop after being urged to do so can be fined up to NT$3,000 (US$104).
