Declan McCullagh reports that a Senate committee will be considering a bill today that updates both the Video Privacy Protection Act (VPPA) and the Electronic Communication Privacy Act (ECPA).
The strategy of combining updates to both is puzzling some privacy advocates, who support Senator Leahy’s attempt to set a warrant standard for law enforcement to access information in the cloud but who have had mixed reactions to the proposed change to VPPA. Perhaps the senator did not think (with good reason) that he could get the ECPA reform through as a stand-alone and is attempting to increase its chances by tying it to a bill that has some industry support.
