On Friday, President Obama will lay out his plans to rein in the National Security Agency’s programs that randomly spy on everyday Americans in a much-anticipated speech.
The timing (before Congress’ Privacy and Civil Liberty Oversight Board has made its findings public) and the place (Department of Justice, which largely has supported wholesale surveillance of Americans) signal that the president probably will fail this test to uphold a basic tenet of our democracy.
