Schools balance student safety, privacy for enrolled sex offenders

If a juvenile sexual or kidnapping offender enrolls at a school in Kelso, the principal must notify that student’s teachers of his or her criminal background — but the student’s classmates will not be made aware that their peer is an offender, according to a new policy the district adopted Monday.

Policy 3144, Release of Information Concerning Student Sexual and Kidnapping Offenders, helps school districts strike a balance between a principal’s legal requirement to share a student’s criminal history “for security purposes” and a student’s right to privacy. It also outlines which staff should receive information about a student’s criminal offenses as well as how to create “safety plans” for managing those students’ behaviors.
